There is chaos while everyone fights for their share of the candy. The bigger kids make sure the little kids don't get any candy. If the little kids do get candy, the bigger kids take it from them. When the candy runs out, they quickly abandon you, and tell you to GTFO of their country. There will never be enough candy. The more candy that is distributed, the more rotten the teeth become.
